Regulations of the People's Republic of China on Export Control of Missiles and Missile-related Items and Technologies
Article 1 These Regulations are formulated for the purposes of strengthening export control of missiles and missile-related items and technologies, and safeguarding the State security and social and public interests.
Article 2 The export of missiles and missile-related items and technologies referred to in these Regulations means the export for trade of missiles and missile-related equipment, materials and technologies listed in " The Missiles and Missile-related Items and Technologies Export Control List " (hereinafter referred to as the Control List) attached to these Regulations, and the gift to, exhibition in, scientific and technological cooperation with, assistance to, provision of service for as such and other forms of technological transfer thereof to foreign countries and regions.
Article 3 The State shall exercise strict control on the export of missiles and missile-related items and technologies so as to prevent the proliferation of missiles and other delivering systems listed in the Control List that can be used to deliver weapons of mass destruction.
Article 4 The State shall practice a licensing system for the export of missiles and missile-related items and technologies. Without being licensed, no unit or individual shall export missiles and missile-related items and technologies.
Article 5 The export of items and technologies listed in Part I of the Control List shall be subject to the Regulations of the People's Republic of China on Administration of Arms Export and other relevant provisions.
To export items and technologies listed in Part II of the Control List (hereinafter referred to as missile-related items and technologies), the exporter shall follow the examination and approval procedures provided for in Articles 7 to 13 of these Regulations; however, the export of missile-related items and technologies for military purpose shall be subject to the provisions of the preceding paragraph.
Article 6 The receiving party of missile-related items and technologies shall guarantee not to use missile-related items and technologies supplied by China for purposes other than the declared end-use, nor to transfer missile-related items and technologies supplied by China to any third party other than the declared end-user without the consent of the Chinese Government.
Article 7 Exporters of missile-related items and technologies shall register themselves with the competent department in charge of foreign economic relations and trade of the State Council (hereinafter referred to as the competent foreign economic and trade department of the State Council). Without such registration, no unit or individual shall export missile-related items and technologies. The specific measures for such registration shall be formulated by the competent foreign economic and trade department of the State Council.
Article 8 Anyone who intends to export missile-related items and technologies shall apply to the competent foreign economic and trade department of the State Council, fill in the export application form for missile-related items and technologies (hereinafter referred to as the export application form), and submit the following documents:
(1) identification of the applicant's legal representative, chief managers and the persons handling the deal;
(2) duplicates of the contract or agreement;
(3) technical specifications of the missile-related items and technologies;
(4) certificates of the end-user and end-use;
(5) documents of guarantee as defined in Article 6;
(6) other documents as may be required by the competent foreign economic and trade department of the State Council.
Article 9 An applicant shall truthfully fill in the export application form.
Export application forms shall be uniformly produced by the competent foreign economic and trade department of the State Council.
Article 10 The competent foreign economic and trade department of the State Council shall, from the date of receiving the export application form and the documents set forth in Article 8 of these Regulations, examine the application, or examine the application jointly with other relevant departments of the State Council and relevant departments of the Central Military Commission, and make a decision of approval or denial within 45 working days.
Article 11Where the export of missile-related items and technologies entails significant impact on the State security, social and public interests, the competent foreign economic and trade department of the State Council shall, jointly with relevant departments, submit the case to the State Council and the Central Military Commission for approval.
Where the export of missile-related items and technologies is submitted to the State Council and the Central Military Commission for approval, the timing restriction set forth in Article 10 of these Regulations shall not be applied.
Article 12 Where an application for the export of missile-related items and technologies is examined and approved, the competent foreign economic and trade department of the State Council shall issue a licence for the export of missile-related items and technologies (hereinafter referred to as an export licence), and notify the Customs in writing.
Article 13 An export licence holder who intends to change the missile-related items and technologies originally applied for export shall return the original export licence and file a new application to obtain a new export licence according to relevant provisions of these Regulations.
Article 14 While exporting missile-related items and technologies, the exporter shall present the export licence to the Customs, complete the customs procedures and accept supervision and control of the Customs in accordance with the provisions of the Customs Law.
Article 15 Where the receiving party contravenes the guarantees made according to the provisions of Article 6 of these Regulations or there is a risk of proliferation of missiles and other delivering systems listed in the Control List that can be used to deliver weapons of mass destruction, the competent foreign economic and trade department of the State Council shall suspend or revoke the export licence granted and notify the Customs in writing.
Article 16 Where the exporter knows or should know that the missile-related items and technologies to be exported will be used by the receiving party directly in its program for developing missiles and other delivering systems listed in the Control List that can be used to deliver weapons of mass destruction, the export shall be subject to the provisions of these Regulations even if the items or technologies are not listed in the Control List.
Article 17 Upon approval by the State Council and the Central Military Commission, the competent foreign economic and trade department of the State Council may, jointly with relevant departments, temporarily decide to exercise export control on specific items and technologies other than those listed in the Control List in accordance with the provisions of these Regulations.
Article 18 Those who export missile-related items and technologies without being licensed, or export missile-related items and technologies beyond the scope of the export licence without authorization, shall be investigated for criminal liability in accordance with the provisions of the criminal law on the crime of smuggling, the crime of illegal business operations, the crime of divulging State secrets or other crimes; if such acts are not serious enough for criminal punishment, by distinguishing different circumstances, they shall be punished in accordance with relevant provisions of the Customs Law, or be given a warning, confiscated of their illegal income, and fined not less than one time but not more than five times the illegal income by the competent foreign economic and trade department of the State Council; the competent foreign economic and trade department of the State Council may concurrently suspend or even revoke the licensing for their foreign trade operations.
Article 19 Those who forge, alter, buy or sell the licence for the export of missile-related items and technologies shall be investigated for criminal liability in accordance with the provisions of the criminal law on the crime of illegal business operations or the crime of forging, altering, buying or selling official documents, certificates or seals of a State organ; if such acts are not serious enough for criminal punishment, they shall be punished in accordance with relevant provisions of the Customs Law, and the competent foreign economic and trade department of the State Council may concurrently revoke the licensing for their foreign trade operations.
Article 20 Where a license for the export of missile-related items and technologies is obtained by fraud or other illegal means, the competent foreign economic and trade department of the State Council shall revoke such an export license, confiscate the illegal income, impose a fine of not more than the illegal income, and suspend or even revoke the licensing for their foreign trade operations. yiwu market yiwu hotels yiwu
Article 21 Where, in violation of Article 7 of these Regulations, the export of missile-related items and technologies is operated without registration, the competent foreign economic and trade department of the State Council shall ban such illegal activities according to law, and relevant competent departments of the State shall impose punishment thereon in accordance with relevant laws and administrative regulations.
Article 22 Where the State functionaries in charge of control on the export of missile-related items and technologies abuse their powers, neglect their duties or extort or accept money or properties from others by taking advantage of their positions, they shall be investigated for criminal liability in accordance with the provisions of the criminal law on the crime of abuse of power, the crime of neglect of duties, the crime of accepting bribes and other crimes; if such acts are not serious enough for criminal punishment, they shall be given administrative sanctions according to law. china scarf export from yiwu

American Constitution In Danger Of Being Undermined By North American Union
In yet another ploy to usurp the power of our national constitution, president George W. Bush is pushing ahead with a plan for the North American Union. This plan, like so many before it, has the support of elite Canadians, Americans, and Mexicans since it will further integrate the three countries¡¯ economies and add additional wealth to their coffers. However, what is the cost to the average citizen? First of all, one must understand that this plan is going by various names and euphemisms, such as the North American Security and Prosperity Initiative, NAFTA ¡ª Plus, or the Grand Bargain, but regardless the end result will be to create a new political and economic entity that would supercede the constitutions of the various countries involved. Why should anyone be surprised to see this happening when it has been obvious for so long that president Bush is a deceiver and a liar who is seeking to undermine our constitutional rights and give him the possible opportunity to become the first long-term dictator of the United States ¡ª something that he has envisioned since 9/11.
Anyone with a propensity to look at things from the evangelical right may conclude that this is just another foreordained step towards a one world government and the beginning of the reign of the anti-Christ. For others it is just an economic strategy to combat and be competitive with the newly formed European Union. Like the EU, the American Union would replace each of the countries¡¯ independent currencies with a common currency called the Amero and everything from environmental regulations to security would be brought in line with a common standard. Vive le Canada opposes the creation of this union because it believes that it will mean the loss of Canadian sovereignty and democracy as it hands over more power to unelected corporations. At the Web site, individuals can see the timeline of the progress the three countries are making towards a new North American Union. For those of us in the United States we need to also fear the loss of our guaranteed constitutional rights if this union succeeds.
For Canada, its fears are that, unlike the European Union, the countries joining the American Union are not equal in size or power. This means that the United States and, therefore, the Bush Administration, could confer their vastly unpopular policies on both themselves and Mexico. Vive le Canada believes that erasing their border with the United States would mean adopting the United States policies as well as creating a climate of insecurity in the realms of economics, military strategies, and an environment of political instability that would jeopardize its standing with the rest of the world. The first step towards uniting these three countries actually began in 1921 when Edward Mandell House, the chief advisor of President Woodrow Wilson, founded the Council on Foreign Relations. However, this first step was relatively informative in nature and it wasn¡¯t until 1973 when David Rockefeller joined with fellows from the Brookings Institution, the Council on Foreign Relations, and the Ford Foundation that the Trilateral Commission was formed. This commission is made of the top political and business leaders from around the world. This commission quickly began taking steps to control foreign affairs when in 1974 it published its first major article, ¡°The Hard Road to World Order.¡± In the article, Richard Gardner wrote: ¡°In short, the house of world order would have to be built from the bottom up rather than from the top down. It will look like a great ¡®booming, buzzing confusion,¡¯ to use William James¡¯ famous description of reality, but an end run around national sovereignty, eroding it piece by piece, will accomplish much more than the old-fashioned frontal assault.¡± If you read the article you will see that Gardner advocated trade agreements as a means of creating a new economic world order.
It is interesting to note that for the next five years things were relatively quiet until President Ronald Reagan came on the scene and proposed the ¡°North American Agreement¡± which was geared at producing a one country government between Canada, the United States, and Mexico that would allow goods and people from the three countries to cross boundaries at will. While this original proposal was presented in 1979 during his campaign for president, by January of 1981 he officially proposed the North American Common Market. It then took until October of 1984 for the U.S. Congress to adopt the Trade and Tariff Act that extended the powers of the president to concede trade benefits and to enter into bilateral free trade agreements. Once this statute was in place, the Canadian Royal Commission issued a report to the Government of Canada recommending free trade with the United States.
Once all of the United States and Canadian ducks were in order, Mexico was approached and in November 1987 it signed an agreement between the U.S. and Mexico to establish a free trade zone between the two countries. By April of 1991, cooperation agreements had also been signed between Mexico and Canada covering taxation, cultural production, and exports. This set in place all of the negotiations for the signing of NAFTA on August 12, 1992.
Frighteningly, this was not to be the end and, by December 1994, the Free Trade Area of Americas (or FTAA) was initiated. In that agreement the ¡°Heads of State and Government of the 34 democracies in the region agree to construct a Free Trade Area of the Americas, in which barriers to trade and investment will be progressively eliminated. This is according to the official FTAA Web site. Upon the completion of these negotiations, Mexico was given a $6 billion line of credit by the U.S. and Canada for agreeing to let the Peso float.
As time progressed, Chile was included in the Free Trade Agreement and by July 1997 the U.S. presidency proposed applying NAFTA parity to Caribbean countries as well. In July 2000, Mexico¡¯s President Fox came up with his ¡°20/20 vision¡± for the newly formed American Union that would include having a customs union, a common external tariff, greater coordination of policies, common monetary policies, a free flow of labor, and fiscal transfers for the development of poor Mexican regions.¡± President Fox further suggested that $10 to $30 billion in U.S. monies be invested in NAFTA to support the underdeveloped regions of Mexico with the funds being administered by an international Inter-American Development Bank. By March of 2005, plans had already been put into motion for the creation of the Texas NAFTA Superhighway that is scheduled to parallel Interstate 35, be composed of 10 lanes, and travel through the heart of the U.S. from the Mexican border at Laredo, Texas, to the Canadian border at Duluth, Minnesota.
In April of the same year Senate Bill 853 (The North American Security Cooperative Act) was touted as a bill to protect the American public from terrorists by creating a North American Union. It must be known that along with this the U.S. has by this time also entered a pact with countries in Central America forming the Central America Free Trade Agreement or CAFTA. Senate Republicans in June of 2005 argued that CAFTA will promote democratic governance but there is nothing at all democratic about CAFTA¡¯s multitudinous pages of grants of vague authority to foreign tribunals on which foreign judges can force the U.S. to change our domestic laws to be ¡°no more burdensome than necessary on foreign trade.¡±
Fortunately, for us there are still voices out there to sound the alarm as was seen in June 2005 when Lou Dobbs of CNN began his June 9th broadcast by asking if ¡°our political elites have gone mad?¡± after announcing that ¡°an astonishing proposal to expand our borders to incorporate Mexico and Canada and simultaneously further diminish U.S. sovereignty was under consideration.¡± Fear must strike at Americans hearts when they hear that on January 10, 2006 government officials from Canada, the U.S. and Mexico met in Louisville, Kentucky for a ¡°Public-Private Dialogue¡± around the SPP. Discussion hits were centered on ¡°marrying policy issues with business priorities¡± thus expanding the SPP beyond those initial stages of process and building a ¡°genuine constituency for North American integration making for a North American council for competitiveness that would be led by unelected/unsupervised corporate leaders. yiwu trade agent agent in yiwu

Who are the Horde and Alliance? The Horde and Alliance are the two sides battling for control of the world. In years past, they fought brutal wars against each other, but today, they have settled into a tenuous stalemate. Occasional skirmishes still erupt between the two sides, but open warfare is no longer raging across the continents. Still, the Horde and Alliance are hostile to each other, and members of one faction are never welcome in the cities of the other.
The eight races you can play in the game are split equally between these two sides.
Will players have the ability to change factions (for example: from Horde to Alliance)? No.
Can the same account have both a Horde and Alliance character on the same Realm? On normal servers this is possible, but on player-vs.-player servers (PvP) it is not.
Can players trade with members of the opposite faction? No. In general, you cannot trade with players of the opposing faction. However, you can place items up for auction at the neutral auction house in the goblin city of Gadgetzan in Southern Kalimdor. Players from either faction can bid on these items, meaning you can buy from opposing players at this neutral auction house.

LPG gas prices still high despite PM¡¯s order
LAHORE: Liquefied Petroleum Gas (LPG) consumers have strongly criticised the attitude of LPG marketing and producing companies and said that despite passing 15 days of the announcement of Ramazan package by Prime Minister Shaukat Aziz for general consumers of gas, no reduction was made in LPG prices.
On the other hand, the LPG Distributors Association Pakistan has asked the government and OGRA to immediately ensure implementation of the LPG prices fixed by the gas regulatory authority.
LPG Distributors Association Pakistan Chairman Irfan Khokhar in a statement flayed the gas marketing and producing companies. Regretting the delay in implementation of Ramazan incentive package announced by the Prime Minister, Khokhar asked the government to register cases against LPG marketing companies on charges of defying PM¡¯s orders.
Talking to The Post, LPG Distributors Association Pakistan Chairman said these companies were not only violating the LPG Policy 2006 but also creating difficulties for poor consumers.
He said that it was astonishing that no action had been taken by the government against the defiant gas companies.
He said OGRA fixed the price of a domestic gas cylinder at the rate of Rs 550 but still LPG marketing companies were selling gas cylinder (11.8 Kg) at the rate of Rs 600 and plus.
He said that due to this irregularity, distributors could not implement the Ramazan package and consumers were facing enormous problems. He said a judicial inquiry should be ordered in this regard and the government should fix responsibility for this criminal act.
He said that if the prices were not reduced, thousands of LPG distributors would have to close down their business. He demanded the government take stern action against the defiant companies.
Irfan Khokhar said that different LPG marketing companies were selling gas cylinders at very high rates. He said that Shell Gas was selling domestic cylinder at the rate of Rs 625, while Pat Gas Petrosin Gas, Sam Gas and Star Gas were providing LPG at Rs 610 per cylinder. Ravi Gas , Premium Gas and Golden rate for a cylinder was Rs 600. Fan Gas was selling its product at the rate of Rs 612 per cylinder. Whereas PSO and Pro gas rates for per cylinder were Rs 595. However, Power gas and Wak Gas ex-plant price per cylinder was Rs 605 to Rs 595 respectively.
He presented seven demands of distributors and said that if these were not accepted by the government, they would go on a nationwide strike.
According to him, a subsidy for domestic consumers must be announced like India and a fix commission of 15 per cent for distributors and sales points be fixed by OGRA. He also demanded a parallel agreement between distributors and marketing companies. He said that a deduction on the agency agreement between distributors and the gas company should be stopped. He said that gas producers were charging a ¡®Jagga Tax¡¯ in the name of loading and unloading which must be abolished immediately. He also demanded that advance payment which gas marketing companies were charging should also be stopped and a pay order or draft might be taken from distributors at the time of gas loading.
A general LPG consumer Muhammad Usman told this scribe that due to LPG price hike, public transport vehicles like taxis and rickshaws were diminishing on City roads.
A taxi driver Amjad Khan said that he got LPG from a store located near Taj Cinema against Rs 57 per kg and this was why he was compelled to demand high tariff in order to meet his loss. He said that there existed more than 100 stores and filling points of LPG, but most of these stores were charging high rates up to Rs60 or above against the prevailing price per kilogram.

Selecting the Correct Hose Type
Hose applications can be classified as follows:
Where the hose is to go from a regulator fitted to a cylinder, either directly to an appliance or to pipework leading to an appliance, refer to Hoses for Connection to Regulators Fitted Directly to Cylinders. This typically includes cookers and cabinet heaters supplied from an adjacent cylinder, but also includes such items as hand-torches and blow-air heaters directly connected to cylinder regulators. This section also covers where hoses are made up to connect appliances to pipework (but again see the note above on avoiding this where possible). If you are considering using wire-braided armoured hose, read the section on Armoured Hoses, which warns on potential problems.
Where the hose is to be used for LPG in it's liquid form, such as for filling (cylinders, forklift trucks, cars, etc.) or using liquid LPG (LPG systems in cars or forklift trucks, grain-drying applications), refer to Hoses for Liquid LPG.
Where two or more cylinders are connected to a regulator, the outlet of which is then piped off to supply the gas appliances, special hoses are used to connect the cylinders to the manifold - refer to Cylinder Manifold Pigtails.LPG cylinder
Catering equipment in commercial kitchens and restaurants, as well as domestic cookers connected to a pipework supply, are often connected using special hoses with a bayonet fitting on one end which allows them to be "unplugged" from the gas supply, such as for cleaning behind them - refer to Bayonet Fitting Disconnectable Hoses.

Smoke Alarms Save Lives
The National Fire Protection Association (NFPA) estimates more than 94 percent of North American homes have at least one smoke alarm. But consider this fact: There are more homes with smoke alarms that don't work, than homes without any alarms. These poorly maintained units create a false sense of security for residents.
WORKING Smoke Alarms Save Lives By properly selecting, placing, testing, and maintaining your smoke alarm, you will greatly increase your chances of surviving a home fire.
Alarm Selection When you go to the store, you'll find there are many different types of alarms on the market. There are standard battery-operated alarms, 10-year battery-operated alarms, and others that operate on the home's electrical system.
Building codes and local requirements often dictate the type of power that will be required to operate smoke alarms.
There are also special alarms for people with hearing impairments. These have both an audible alarm and intense flashing lights.
No matter what type of alarm you purchase, make sure it is listed or approved by an independent testing laboratory, such as Underwriters Laboratories (UL) or the Canadian Standards Association (CSA).gas detector
One? Two? Three? More? Beyond the type of smoke detector, where it is placed is just as important as the type of smoke detector and how it is powered.
The National Fire Protection Association (NFPA) Life Safety Code 101 should be followed. Most codes require a minimum of one smoke alarm on every level, including basements, and within 15 feet of each sleeping area. If the door to the sleeping area is kept closed, it is also recommended that a smoke detector be placed inside the bedroom.
In new construction, the code requires hard-wired smoke alarms to be interconnected. This means that if one smoke alarm is activated, all alarms will sound. New construction also requires a smoke alarm be installed in each bedroom.
Put ¡®em Up Installing a smoke alarm is simple. A screwdriver and a drill are all you need to install a battery-operated alarm. Other alarms can also be hardwired directly into your home' electrical system. Hardwire installation should be done by a qualified electrician. Be sure to never connect an alarm to a circuit that can be turned off by a wall switch. Hard-wired systems should also be provided with a battery back up.
Always follow the manufacturer's installation instruction.

Etagas System as Installed in My Galaxy
The Etagas system is an electronically controlled gas fuelling system that can be installed on all injection vehicles equipped with closed-loop type control system. Compared to the ¡°conventional¡± LPG systems, the gas is injected very near the in-take valves and therefore there is no longer any risk of backfiring. The gas sent from the cylinder flows through the regulator-vaporizer and supplies the distributor that establishes its flow rate towards the injectors fitted near the petrol electro-injectors. The processor of the Etagas system processes the following signals to control the fuel setting correctly: engine RPM, Lambda probe and TPS, commanding both step motors of the distributor which enable the system to promptly respond to the inputs for more fuel, whereas in the deceleration phases the cut-off device triggers to reduce the amount of fuel sent to the engine to optimise the engine braking effect and to reduce pollutant emissions. The Lambda signal provides the indications relative to the combustion trend. The signal of the probe is processed by the Etagas CPU to adjust the flow of fuel to the engine. The temperature signal of the regulator-vaporizer is exploited to control the switching function from petrol to gas. When the programmed temperature is reached the Etagas CPU sends the enabling signal required to switch from petrol to gas. A total of 337 uncertified LPG cylinders from five LPG retailer, distributor and refilling stations in Caloocan, Manila, and Quezon City were confiscated in an initial market operation of the LPG Task Force led by Department of Trade and Industry (DTI) Secretary Peter B. Favila with Department of Energy (DOE) Secretary Raphael Lotilla and Department of Interior and Local Government (DILG) Undersecretary Melchor Rosales.
Trade and Industry Secretary Favila says, ¡°It is imperative for the government to conduct intensive and collaborative market monitoring operations to curtail illegal practices of unscrupulous businesses and at the same time protect the interests of consumers and businesses as well.¡±
¡°The DTI team particularly checks the quality of the LPG cylinders based on the requirements of the Philippine National Standard (PNS) for LPG cylinders,¡± adds Secretary Favila.
The owners of the five establishments found selling LPG cylinders without the required Philippine Standards (PS) mark are now facing administrative charges under DTI¡¯s Department Administrative Order 2, Series of 2002, Republic Acts 4109 and 7394, or the Standards Law and Consumer Act, respectively, which include a minimum fine of P25,000 for the wholesaler, retailer, distributor or agent. Three of these establishments have been previously charged with the same violation, thus additional administrative penalties and sanctions shall be imposed to the said establishments, which include a minimum fine of P50,000, cancellation of business name and/or closure of the establishment.
Secretary Favila states, ¡°The Department also recommends to the DILG and its concerned LGUs the suspension or revocation of the business permits of these three establishments that once again failed to comply with the existing trade laws.¡±
The 337 uncertified LPG cylinders withdrawn from these erring establishments, wherein 26 pieces are 2.7 kg, 285 pieces are 11 kg, 20 pieces are 22 kg, and 6 pieces are 50 kg, were brought to the DTI warehouse for safekeeping. Upon settlement of the case, a technical expert then examines each LPG cylinders and determines if it is for repair or for destruction.
As the National Standards Body of the Philippines, the DTI¡¯s Bureau of Product Standards requires all LPG cylinder manufacturers, distributors and retailers to have their products tested and inspected at the BPS Testing Center or any BPS recognized or accredited laboratory based on the Philippine National Standard (PNS) for LPG cylinders (PNS 03:2000) prior distribution or sale. The products that passed the tests and inspections are issued with the PS License, thus only LPG cylinders that bear the PS Mark are allowed to be distributed or sold in the market.
¡±As specified in the standard, each LPG cylinders are required to have embossed markings of the brand or name of the owner. Aside from the PS mark, important information such as the manufacturer¡¯s name, manufacturer¡¯s address, the specific standard used, the date the cylinder was tested, thickness of plate, capacity, tare weight, and serial number should be permanently etched or stamped on the collars or footring of the LPG cylinders,¡± DTI-BPS Director Jesus L. Motoomull explains.
Secretary Favila stresses, ¡°The Department has been constantly urging consumers to shy away from cheap uncertified critical products like LPG cylinders in order to prevent untoward incidents such as fire caused by leakages from inferior LPG cylinders.¡±
The Multi-Agency Task Force Against Unsafe and Illegal Practices in the LPG industry or Task Force LPG is an inter-agency body established to crackdown the pervasive distribution and rampant use of unsafe or substandard LPG cylinders nationwide. An agreement among the DTI, DOE and DILG was forged for the creation of this inter-agency body for the effective implementation of the existing standards on LPG and other laws related to the quality and quantity of LPG, and of the facilities, equipment, cylinders, pumps, etc. and for the strict enforcement of penalties against illegal and unsafe practices in the LPG industry.
The DTI strengthens its partnership with other government agencies to further achieve its goal of protecting consumers and enabling businesses.

Ten World of Warcraft Gold Leveling Secrets
World of Warcraft is perhaps one of the biggest games on the market, with over eight-million subscribers, it certainly is already the number one MMORPG (Massive Multiplayer Online Roleplaying Game), the only problem, it seems, is the amount of time it takes to get to the end of the game via leveling. So without further ado, here¡¯s ten leveling secrets that should help you level faster than ever.
1) TitanPanel/XP per hour - This tool is invaluable for anyone trying to manage their time within World of Warcraft, the panel when configured will tell you your average xp/hour. You can then chart your progress and see how efficient you¡¯ve become at leveling.
2) Do quests - A lot of people seem to play the game thinking the best way to level is to go out killing monsters non-stop until they reach 70, while this will work, it¡¯s horribly inefficient, instead, queue up quests and complete them in combination with grinding.
3) Queuing quests - The benefit of buy wow gold queuing quests is twofold; for one, you don¡¯t have to run from and to town turning in quests and picking up new ones, secondly, many of the quests in the same area involve killing or collecting items near the same location, queuing quests will make it easier to get all of them done in a timely manner.

If you¡¯re in bad need of gear upgrades, run an instance or two, otherwise, try to avoid them.
7) Turn on the quick warcraft gold quest text option - Look for the instant quest text option in the option menu and toggle it on. If you¡¯ve played the game before, chances are you know all or most the quests already, and don¡¯t need to spend the extra minute or waiting for the text to finish popping up.

To trade or not to trade?
I have one trade left and am playing in the elimination final this week. Should I make a trade now? Or hope I win and use it next week? ¨C Jason
This is a tough one, Jason ¡ it depends on what the trade is. Are you getting rid of a seriously injured star player such as Aaron Sandilands? Perhaps you have a heap of cash in reserve and you want to upgrade a mid-range player to a star.
They are the two situations that I think definitely warrant a trade. They will give your team increased scoring power and give you a better chance of doing some damage in the finals.
On the other hand, if you are merely doing a like-for-like swap ¨C for example, swapping Aaron Fiora for Luke Ablett ¨C then I would hold off. Fiora and Ablett are both scoring at similar levels, so swapping one for the other probably won¡¯t give you a massive boost.
If you have a player at about Fiora¡¯s price that you¡¯d like to get rid of, then I would consider Michael Braun. He does not score as well as Kerr, Cousins or (when fit) Judd, but is still a handy player who is cheap at $237k.
Dear Dr Dream Team, what is your opinion of Jimmy Bartel? He's been out of sorts over the past five weeks, but at his best he is awesome. Should he be the captain of my team, or should I look at an in-form player, such as Kane Cornes or Nigel Lappin? ¨C Matthew
Wow, you¡¯re harsh. Bartel has had three recent scores in the 80s, but that is still a very handy score. Many players will register a 50 or 60 when they have a bad match; Bartel has plenty of marks and tackles, so he rarely fails to do a great job for Dream Team coaches.
As for the captain question, I would take it as a week-to-week option, looking at form but also each team¡¯s opponents. For example, this week Bartel will be matching it with the rather strong Adelaide midfield, where he may not win truckloads of possessions.
Compare that with Kane Cornes. He¡¯s one of the best Dream Team scorers in the competition, and this week Port Adelaide is playing Carlton on the wide spaces of AAMI Stadium. With this in mind, either Cornes brother would be a good bet to score well, since Carlton will struggle to match up on Chad, and Kane will simply win a heap of kicks.
Does that answer your question? Look at recent form, and also at each team¡¯s opponents. In the end, though, there¡¯s always that element of luck ¡ That¡¯s Dream Team for you.

I can see your point of view, Jono. A score of 23 in round 14 has dragged West¡¯s price down to just $296k, a real bargain for a player of his quality.
Of course, there are other cheap pick-ups too ¨C Nick Malceski ($297k) and Adam Goodes ($306k) are also rather tempting, and Simon Black ($288k), although not in great form, is worth watching closely in case he starts to hit his straps. china toys

If you are going to sell him now, Matt, you would make a lot of cash that can be used in other areas. Brennan is in the best form of his career at the moment, and has averaged 103 in the past four matches.
At $323k, there are plenty of other forwards and backs (Brennan can be either) available as a straight swap without eating into your spare cash. Brennan is one of the most unreliable Dream Team players going around, so it is good strategy to sell him while his price is high.
In the backs, Brennan¡¯s teammate Josh Drummond ($323k) is probably the pick of the bunch ¨C but there¡¯s some doubt over a knee injury that caused him to sit out last week. Darren Milburn ($318k) is a far safer option, and Adam McPhee ($315k) is also a reasonable bet. However, McPhee tends to score higher when the Bombers are in form, so Milburn is the better all-round option.yiwu market
In the forwards, Ryan O¡¯Keefe ($329k) is slightly more expensive than Brennan but well worth a swap. Scott Lucas ($305k) is a bit too inconsistent ¨C you¡¯d be swapping one unreliable player for another ¨C but Steve Johnson ($336k) is another worth picking up.

World of Warcraft Leveling Guide
From zero to hero... Welcome to MFO's leveling guide for World of Warcraft. This guide walks you from level 1 to level 60 as horde or alliance - where to go, what to do, and what to avoid.
This guide is not meant to be used for your first WOW character - better to just play the game, explore, read the quest text, enjoy the story and have a good time the first run through. Don't worry about how fast you level or anything else, just have fun. Nothing beats the feeling of your first Griffin ride, for example, so take in the sights and have a good time. You can pick a PVE (Player vs Environment) server for this run - its basically a very fun RPG game that allows you to team with other people on quests.
Once you have had your initial toon's fun, and you want to create another one (an "alternate") and want to power level, then this guide is for you. This guide is also geared for PVP (Player vs Player) - so its not for the squeemish - be prepared for battle.
General Principles for Power Leveling Getting down to business, there are some principles to adopt to power level:
Always know your XP per hour. Power leveling is about shooting up from 1 to 60 as fast as you can. Knowing your XP per hour is a critical piece of knowledge - it will help you choose areas to "grind" in that provide the largest bang for the buck. Use Cosmos's clock which shows you XP per hour very easily. Use the MFO WOW FAQ for how to get Cosmos, Thottbott, WOW world map, and other goodes.
Bum cash or load your toon with money ("Twinking"). Having a few G of cash when you are level 1 is HUGE. It is critical to get good weapons and armor as soon as you can. A buff level 5 acts like a normal level 8 player - get the gear and upgrade your gear constantly. You may need to bum cash from friends or send some over from another toon you have.
Also, if you don't have a cash influx, you will waste a *lot* of time generating basic economy to upgrade spells - its a serious time sink if your trying to power level. 1G minimum, preferably 10G or more to power you past level 20 quickly. The process of getting yourself uber gear or enchantments is called "twinking" and can work wonders (+100 health on chest and Fiery Weapon that hits for up to 200 damage per fight at level 25? nice).
Another power strategy - have an alt parked at the AH and use it to get equpiment for your power leveling toon (then use in-game mail, of course). This saves you the trouble of trekking back to the AH all the time and becomes very handy when your toon is not on the same contienent as the AH (starts to happen often around level 25).
Know where you are going. You don't want to be exploring or searching for quest locations. Know exactly where you are going. Two things make this happen: (1) use the WOW world map (see our FAQ for a link) - it shows all areas, all fly points; and (2) use Thottbot.com's quest search feature - you can easily pinpoint the exact location of NPCs and quests. Use Cosmos's coordinate system in conjunction with Thott to get exact in-game locations as you play.
Queue up the Quests When you are in the Barrens, for example, you can be doing 6 to 8 quests at the same time. In addition to monster kill XP, you gain a massive boost in your XP per hour by turning in quests fast and furious. Your mindset is key - you have to be aggressive and working on many at once. If you only do one at a time, you are going to take way too long to level.
Be +2 levels for Questing. If you want to sail through quests, be +2 levels from the monsters in your quest areas. You kill faster, take less damage, and motor through... Remember, its about speed, not ego.
Run as many instances as you can (once that is). If you can afford the sequential time (need to block out about 4 hours to assemble a team and complete an instance), then by all means do them! Good cash, quest XP, and item drops. If you can instance often, you will gain about 5 levels in your journey to 60, just on instances... rockin.
Don't be afraid to Grind. "Grinding" is sitting in one spot and killing the same monsters for a long period of time. If you are in a spot where questing is not overflowing, you may have to just grind it out for a while. Of course you will be monitoring your XP per hour, so you can properly evaluate grind spots.
Leveling 1 to 12 Ok, lets get started. After you roll your toon, you will be in one of these starting zones. Your job is to get to level 12 (yeah 12, not 10) - it makes the next zone easier to manage and this is about speed, not ego.
Horde:
Troll/Orc - Durotar. A *great* entry level zone (best in the game, perhaps). There is a lot to do here, easy to find stuff, and you are right near Origimar (with the Auction House). Also you can quickly jack skinning, cooking, fishing, first aid, leatherworking, mining, herbalizm... You simply can't ask for anything more from a starting area.
Undead - Tirisfal Glades. Another quality zone nearly as good as Durotar - on par with Elwynn Forest as a quality "backup" starting area. Easy access to Undercity and a zepplin to Origmarr make this area very convienent. Should be able to easily get to level 12 - if you end up a little shy, bang a few levels in Durotar. Since you will be going to the Barrens (not silverpine) next, it makes sense to setup shop in Origimar anyway.
Tauren - Mulgore. An average zone... Quests are a bit too spread out, a bit shallow in number, and without a lot of good rewards. Take a run through the barrens to Durotar at level 9 and bang out a few levels there (as well as hit the AH). Thunder Bluff seems nice at first, but its just a poor version of Origimar w/o an auction house...
Alliance:
Gnome/Dwarf - Dun Morogh. The best alliance starting zone that is right next to IronForge. Like Durotar, you can count your blessings that this is the best starting area for your faction. Trade skills are easy to pimp, quests easy to find, and equipment easy to get. If you need to, tram ride to Elwynn for a level or two.
Human - Elwynn Forest. A very good zone with easy access to Stormwind (that has a free tram to IronForge - very roxor). If you want to skin or cook (or both), spend 30 minutes in a farm killing boar - *ding* skills jacked.
Night Elves - Darnassus. The worst entry zone in the whole game in the power level strategy as you can't (or shouldn't) hit the Auction House until near level 18 - if you do, you are wasting a lot of time. Elves will need to do Darnassus and then Darkshore (next page) in depth before being able to "sync up" with other alliance classes...
Of course, the strategy of an alt that sits in the AH becomes very handy for early NE players... *cough*
Note: it is my opinion that Blizzard should add a free flypoint from MH to IF (so if you show up at MH and don't have IF fly point yet, you get it free - just like Darnassus to Darkshore works now). This would solve a fundamental problem with this race's starting location and allow players to get to the AH reasonably early and not be severly penalized vs other races.
Ok, now that you are level 12, time to move to the next step.
Ok, from here on this guide will show each zone you should travel to, at what levels, how much "Quest XP" you will get (this is purly XP from turning in quests and does not include XP from monster kills in doing the quests), where to get the quests (with exact locations so you can find them quickly with cosmos), and notes on each zone.

Motion Detector: Wide Angle, Volumetric
Description and Purpose In an intrusion detection system, the motion detector is a wall-mounted sensor that detects motion within the protected area, and then analyzes the motion to determine if an actual intruder causes it. When the motion detector determines that an intruder causes the motion, it sends a data message to the system control panel for processing. When there is no motion in the protected area, the motion detector sends a data message to the control panel, indicating that the area is in a normal, idle condition.
Users see status and alarms from the sensor at the local keypad. The control panel can also send a message to the monitoring station.
Reasons to Choose this Sensor The motion detector provides some important advantages. To provide better analysis of motion within an area, we included Dual-Tec?technology: Passive Infrared (PIR) and Microwave detection. United States - Configuration of Previously Patented Article as Protectable Trade Dress
In TrafFix Devices Inc. v. Marketing Displays Inc., the United States Supreme Court faced the question of whether trade dress protection could exist in a feature that had previously been specified in the claims of a utility patent. The case arose from an action for infringement of trade dress protection in signs designed for temporary use as road signs or for other outside uses. The signs comprised certain dual spring mechanisms that assisted in keeping the signs upright in windy conditions. The spring mechanism had been the subject matter of utility patent which had expired. The defendants admitted that they had copied the design from one of the plaintiff's own road signs.
Writing for a unanimous court, Justice Kennedy started by noting that when Congress amended the U.S. trademark law (the Lanham Act) to confirm that trade dress was a matter for protection under the Federal statute, it had specifically added a requirement that in a civil suit unless the trade dress in question is registered on the principal register, the person asserting trade dress protection bears "the burden of proving that the matter sought to be protected is not functional" and recalled that in its earlier decision in Wal-Mart Stores Inc v. Samara Brothers Inc., the Court had cautioned that "product design almost invariably serves purposes other than source identification". A utility patent is strong evidence that the features claimed therein are functional. ... Where the expired patent claimed the features in question, one who seeks to establish trade dress protection must carry the heavy burden that the feature in question is not functional, for instance by showing that it is merely an ornamental, incidental or arbitrary aspect of the device. In the present case, the Court concluded that the dual springs in question were "the central advance claimed in the expired utility patents". The patents had taught that the dual spring device was important to prevent the signs from being blown over in strong winds and had been enforced against a design that was similar to the design of the sign which the defendants had copied. There was therefore no need for any further analysis because "the dual spring design is not an arbitrary flourish ... it is the reason the device works". The Court was, however, careful to point out that there might be circumstances in which features of a product found in patent claims did not preclude protection by way of trade dress if the manufacturer proves that the aspects in question "do not serve a purpose within the terms of the utility patent".

LPG dealers allege harassment at the hands of oil companies, administrationu The controversy regarding LPG cylinders never dies down. Most of the times, it is related to the subsidy provided by the government but this time the consumers have one more reason to worry. The consumers will now have to collect the gas cylinders from the godowns of their respective companies as there will be no home delivery from July 2.
Harsimranjeet Kaur, President, All India LPG Distribution Federation, said," Keeping in the view the harassment meted out to the distributors by the oil companies as well as from the administration, we have decided to stop home delivery through delivery men from July 2 and consumers will have to collect the LPG cylinders from godowns. For this, the consumers will pay Rs 8 less per cylinder. We informed the government about this decision a week ago, so as to make necessary arrangements in this regard."
She further alleged,"It has come in our notice that the distributors, majority of whom are either war widows, Kargil widows or freedom fighters are harassed for the mistakes committed by customers or delivery men. An LPG cylinder costs Rs 296.50 and when a delivery man goes to deliver the cylinder he is paid rupees 300 by the consumer without reading the delivery voucher on which the rate of cylinder is also mentioned clearly. And when the oil companies conduct random checking of delivery men, they book the distributor for over charging Rs 3 from the consumer. It is ironical that distributors do not take that over charged money from the delivery men and moreover it is the mistake of the consumer who pays extra but the distributor is harassed unnecessarily." She said that the distributors were fed up from this attitude of the companies and administration, so the delivery of LPG at doorstep will be stopped.Requesting anonymity, a Ludhiana based distributor said,"Sometimes delivery men indulge in pilferage of LPG cylinders. And when a consumer complains about it, the District Food Supplies Controller department books the distributor under "7 Essential Commodities Act LPG Control, 2000." LPG cylinder
No punishment is given to the deliveryman. There are about 20 to 30 delivery men with one distributor and it is difficult to keep a strict vigil on them for such pilferage. "
Interestingly, the officials of DFSC department say that delivery men indulge in pilferage as they are paid less by distributors. Ramesh Pangalia, Additional District Food Supplies Controller, Ludhiana, said,"The delivery men are either paid according to minimum wages act or on contract basis under which a delivery man is given Rs 8 for one cylinder. And sometimes the distributors pay less to them and to make their both ends meet they indulge in this practice. So the main fault lies with the distributors."
He further said that the distributors cannot stop home delivery as it is illegal on their part. Pangalia said,"If they stop home delivery, it would be betrayal of their agreement following which their dealership can be cancelled." foosball table WOW Gold
According to Pangalia, there are about 8 lakh LPG consumers in the city.
However Harsimaranjeet Kaur denies it saying," It is not illegal. We will provide LPG cylinder from the godowns. So there is nothing illegal in it. And as far as paying less per cylinder to delivery men is concerned, we will ask all the distributors to pay rupees 8 per cylinder to them of they are paying less."
Meanwhile, to avoid LPG chaos Gurmeet Kaur, District Food Supplies Controller, Ludhiana, said,"On Monday we will call the meeting of all the 60 distributors of the district and will come up with some solution."

Smoke Detectors
Smoke detectors are faster acting than heat detectors. They are frequently used in fast-acting automatic fire detection systems that incorporate an extinguishing agent release function to protect high value or highly combustible storage and work areas. Computer rooms, aircraft storage and repair areas, explosive processing areas, and telephone equipment rooms are frequently protected in this way.
Smoke-actuated detectors may be of the photoelectric type used in spot, beam, or duct designs or the ionization type, which is applied in the spot or duct design. The principle of operation is the same, regardless of design.
PHOTOELECTRIC SMOKE DETECTORS.?\ Most modern photoelectric detectors of the spot type use the light-reflection principle to detect

smoke. The diagram in figure 7-11 shows a typical arrangement of functional parts. A pulsed light beam from a light-emitting diode (LED) with its associated optics is projected across the interior of a blackened chamber that may contain smoke to be detected. A photocell, with its optics, looks toward the projected beam along a line perpendicular to the beam. When smoke enters the chamber, the smoke particles reflect a small portion of the light beam toward the photocell, which provides a voltage to be amplified and causes an alarm. The light source may be monitored ahead of the smoke chamber and regulated to prevent variation of the light intensity from causing erratic detector behavior.
In detectors of the beam type, the light source and photocell are mounted near the ceiling on opposite sides of the protected room. When smoke obscures the light below a predetermined value at the photocell, an alarm results.
Detectors of the duct type are intended for detecting smoke in an air-handling system. A detector of this type is mounted directly on the outside of an air duct or nearby with a sampling tube extending about three quarters of the way across the inside of the duct. The air flows into the smoke detection chamber mounted on the outside of the duct, and back into the duct through a return tube, having a hole or holes directed downstream. As long as there is airflow in the duct, a portion of that air continuously flows through the detection chamber.
IONIZATION SMOKE DETECTORS.?\A small amount of radioactive material ionizes the air inside a chamber that is open to the ambient air. A measured, small electrical current is allowed to flow through the ionized air. The small, solid particle products of combustion that enter the chamber as a result of fire interfere with the normal movement of ions (current), and when the current drops low enough, an alarm results. A two-position switch to control sensitivity may be provided. A detector of this type is shown in figure 7-12.
Modern ionization detectors have additional means to improve stability and immunity to atmospheric effects. A reference chamber is vented to the outside through a small orifice, which does not readily admit smoke particles. Temperature, humidity, and pressure changes are sensed by both the reference chamber and the smoke chamber, and their effects on alarm sensitivity are eliminated by electronic balancing.
The major difference between detectors of the spot and duct types is the method of moving the smoke into the detection chamber. The spot type detects or relies on convection of air in a room. The duct type is intended. for detecting smoke in an air-handling system and is mounted directly on the outside of an air duct or nearby with sampling and return tubes extending completely across the duct.
TESTING SMOKE DETECTORS.?\Before testing detectors that are connected to auxiliary functions, such as release of a fire extinguishing agent, release of fire doors, or fan shutdown, disconnect or bypass the auxiliary functions (unless the test is specifically intended to test these features). Before the test, notify the fire department and persons where the audible signals can be heard.
Most PHOTOELECTRIC detectors have a built-in test feature. In some models, a test light source actuated by a key-operated test switch or by a magnet held near a built-in reed switch causes light to reach the normally dark, smoke-sensing photocell in a quantity approximately the light of an average smoke test. In other detector models, the smoke simulation is performed by inserting a reflective surface into the smoke chamber so that the actual source light is reflected to the smokesensing photocell. Test at least one detector in each initiating circuit (zone) monthly. Follow a rotation schedule so that all detectors are tested semiannually.
Test failures or false alarms may result from an excessive accumulation of dust or dirt caused by an adverse environment. Blow out the smoke chambers with low-pressure air. (Partial disassembly of the detectors and disconnection of detectors' power, following the manufacturer's instructions, are required.) Since the photocell is normally dark, disassemble and clean it in a darkened area to minimize the photocell recovery time after cleaning before repowering the detectors. Allow approximately 30 minutes for recovery after reassembly of the detectors before reconnecting power.
Disconnecting power by unplugging one detector may also disconnect power from the other detectors further from the power source. Inform the fire department before or during any extended testing period.
Special equipment that may be required for cleaning consists of a low-pressure air source for blowing out dust and a suction cup for chamber cover removal.
If the cleaning does not correct the false alarms or failure to alarm, return the detectors to the manufacturer for repair. motion detector smoke alarm
Test at least one IONIZATION detector in each initiating circuit (zone) monthly. Follow a rotation schedule so that all ionization detectors are tested semiannually, following the manufacturer's instructions. Any detectors that produce false alarms between semiannual tests or do not test satisfactorily should be checked for sensitivity, following the manufacturer's instructions and using test equipment available from the manufacturer or other sources. An aerosol synthetic smoke is available from some manufacturers for testing their detectors.
Unsatisfactory tests or erratic operation may indicate a need to remove accumulated dust or dirt. The frequency of cleaning should be based on results of regular tests and local conditions. Clean, check, and test operation and sensitivity, following the manufacturer's instructions. For loose dust deposits, blow the area with lowpressure air after removing a protective cover. For more stubborn deposits, disassemble and clean, using a liquid recommended by the manufacturer. Recheck sensitivity and adjust if necessary after cleaning and drying thoroughly.

Some smoke detectors of this type produce an electrical shock that may not be severe enough to cause injury directly but could cause a fall from a ladder. Some manufacturers, because of such possible injury to personnel or damage to the detectors, do not recommend servicing by anyone other than factory-trained personnel. Personnel in the customer service departments of most manufacturers can give advice on the telephone for specific problems.
